I have heard that there are tractates in the Talmud dealing with a heter for military personnel for most (if not all) religious obligations on Shabbat.  Any truth to this?  It seems rather outlandish.

Perhaps you’re thinking of “Machane Yisrael”, the Chofetz Chaim’s book for Jewish conscripts?
